I don't know about factory but it works for me in 12.3. But I don't use systemd so if there is a systemd related problem, I wouldn't notice. Sounds like you finally understood why it doesn't make sense to support two systems.
If you want it to sound that way, it certainly may sound that way to you. I just simply don't care about bugs in packages I don't use (except those I work on as part of my work, of course) - but it in no way means I think these packages should be kicked out of the distribution or even that I should actively create artificial barriers against people who would want to maintain them outside the official distribution.
