Most likely yes. I see the same, oldest rpm* files in /var/tmp are from 2023 Nov 8 ....

/var/tmp serves a similar purpose like /tmp, but with the difference that it can generally hold bigger files, and hold those longer. Before opening a bug report I would look into how frequently /var/tmp is getting cleared, and if systemd-tmpfiles-clean.timer is enabled (should be). With that said you can always do `find /var/tmp -type f -mtime +7 -atime +7 -ctime +7 -exec rm {} \;`, but some services may not like that. -- Br, A.
