This idea makes sense.
It sounds to me like the root problem you are identifying is the current hairball of package inter-dependencies. So, you are proposing the logical step of breaking the giant hairball into smaller, more manageable and independent hairballs, right?
Where the rubber meets the road will be when we have to start breaking those inter-dependencies to separate the hairball.
A nice side effect would be if a truly "minimal" openSUSE installation were easy. Currently the susestudio "Just Enough" O/S is 800+ MB.
