in general that won't work because all inherit from Factory/Tumbleweed. I.e. in general one cannot have things different in Leap compared to Tumbleweed and SLE because Leap inherits the basic things from Tumbleweed and SLE. But I don't know if "Running YaST-Control-Center" is a basic thing or if it could behave different in Leap compared to Tumbleweed and SLE. A bit more details: Things get first developed in OBS devel projects.
From OBS devel projects things get into openSUSE:Factory / openSUSE Tumbleweed.
At some point in time things from openSUSE:Factory / openSUSE Tumbleweed get into the next SUSE Linux Enterprise version.
From SUSE Linux Enterprise the basic things get into openSUSE Leap.
So openSUSE Leap inherits the basic things from openSUSE Tumbleweed via SUSE Linux Enterprise.
