The open source developers work on those areas that they consider critical and are interesting for them to work on. They do look at bug reports, feature requests etc and decide what's in their view is best for the project.
For many projects like the Linux kernel or GCC "are interesting for them to work on" should be extended by "...and/or that they are paid to work on". Realistically, the majority of developers for many key Free Software or Open Source projects are paid to work on these projects, and often receive very clear direction on what to work on. Novell, in the form of SUSE Labs and innovation time for engineers, actually is one of those companies granting quite some flexibility here compared to others.
