They may have taken an early version of the UCSI driver. The stuff in drivers/thunderbolt is for devices without support in firmware (basically only Apple) Thunderbolt 3 requires a type C connector and you need support for switching to its alternate modes. UCSI, if ACPI in the firmware supports it, can do that.
