I think I have figured out the issue. It tries to connect to the network but the credentials are being stored in KWallet, which has yet to be unlocked with my GPG Passphrase.
I suppose the best workaround is to simply tell it to not connect to the network automatically.
After subsequent tests and updates, I think there may be more to this than KWallet. Disabling the automated connection so I can decrypt my KWallet first does not resolve the issue. The network manager still fails to connect to encrypted networks on its first attempt. I have now filed a bug report here, and am willing to carry out additional tests. https://bugzilla.opensuse.org/show_bug.cgi?id=969938
