Been there, seen that (many times). So that's exactly the reason :). It's unmaintainable mess. E.g. you remove a package, but metadata remain in prj conf. Adrian appeared to suggest there will be per-pkg configs in the git -- somewhere else in this thread. That'd indeed make a lot of sense.
But like I write, we'll have to deal with this on a case-by-case basis. This conversion is not a 100% automatic process and needs review, etc.
