You are mixing up effort and work (the task itself).
1. It's (maybe) less EFFORT for the developer than for the user. 2. It's not less WORK for the developer. Its more work than he had before.
And remember decentralising work, by pushing it out as far as possible to the leaves, tends to scale better.
