netconfig maintaining directly /etc/resolv.conf fits perfect with your stateless system and an unpopulated /etc/ directoy. It's neither legacy nor in conflict with this.
Putting runtime data into a runtime directory seems more reasonable to me than putting it into a configuration directory which is why most distributions are moving towards /run. But I don't want to delve into bike-shedding. I'm just reporting what upstream does and what most distributions use these days.
