Odd, I've used Netinstall & Live CD for 11.2-RC1 on 32bit system with PS/2 UK keyboard attached via KVM without noticing anything. I would set the keyboard option up via the function keys, on initial booting from CD where you get the boot from hard disk & install options. Is that what you did?
