I guess that if under your Desktop environnement you check how are setup the LANG and LC var with a terminal everything is setup correctly.
I suspect more a settings in XFCE that is broken, bad migration or something like this. Using a new fresh user account should demonstrate a) XFCE fresh is working, then your config is somewhat broken b) XFCE fresh is failing -> this need a bug report.
