[opensuse-factory] Noto font misses dot over Ukrainian і in interface

Hi, After recent update all fonts of Noto family (Noto Sans, Noto Serif, etc) miss dot over Cyrillic і which is widely used in Ukrainian (and Belarusian) so text now looks ugly. And that problem present in interface of both Qt and Gtk applications, QtWebEngine, Chromium, FireFox and doesn't depend on text size. But if open font file (/usr/share/fonts/truetype/NotoSans-Regular.ttf) with FontForge or KFontView dot is where it should be. Other chars or fonts (Google and not) aren't affected as far as I see, but that's not sure.
