Definitely not. You burn the ISO to a DVD, where you should use 'Burn image'. Or use a USB stick ( at least 8 GB for the DVD image ) and use Rufus Etcher dd to write the image to USB stick. FWIW I used the image to perform an install today and did not see any of the issues you mention. FWIW2 did you check the md5sum of the downloaded image ?
At this point I'm quite sure there is a problem not with the media but the install program.

If you have an USB stick around, use the "imagewriter" program to write a net install iso to the stick, so you can easily try multiple images!
