Depends on the bug. If you are unsure i suggest you go first with the the openSUSE bugzilla.

Then take into account: 1.- I said I'm sorry that I misunderstood your previous e-mail 2.- that I also said that I know what it's like, because I have the same response e-mails regarding 3rd party products. Get real. I simply asked Carlos, who is very much capable of doing so, to report a bug upstream. There is no general rule where to report bugs implied.
That's why I asked these questions: I misunderstood what you wrote.
There is not implied that i don't want to receive bugreports for my packages.
