Yes - sadly, whenever things start looking good, somebody decides to upgrade a major component.. like now the upgrade to openssl 1.1.1c incoming, despite the fix for the old bugs not being accepted.
Maybe I can get a submission of openssl 1.1.1b with just the bugfix for russian locales into openSUSE:Factory:Update - then we could at least close down this gap.
