[opensuse-factory] New package rinstall for Factory

Hi! I am announcing the new package rinstall for Factory, which is currently maintained in Base:System. rinstall (https://github.com/danyspin97/rinstall) is a utility for declarative installations, aiming at replacing `make install` in projects that aren't using make to compile the source code.
