The robustness in Tumbleweed is only "granted" by automated tests and automated tests has limitations (at least, for something as complex as a Linux distribution). The stability and robustness expected for a Linux stable release can only be achieved by a coordinated effort of testing and fixing. And for that we need a common reference point (frozen version) AND people doing the work.
