Yes, it fetches the files from our original infrastructure, which is often saturated or beyond capacity. so the initial fetch takes a while, while with d.o.org it redirects you to a different site that serves the actual file. In the targetted (not yet implemented) production usage the redirect would be cached by CDN, rather than the file itself, which leads to the same mirror like before, just with a much lower latency.
