Exactly as any package in distribution. Either someone maintains them or not. The only difference is that if the package fails to build, it gets removed from Tumbleweed. As long as the package still builds, nobody knows whether it actually works or not until someone tries installing and using it. Packages do not magically become "better maintained" just because they are included in the Factory.
