First: Never ever try a "online distro upgrade" aka "zypper dup" for such a two version step. At best it will seem to work and fail later.
Such horror stories are not helpful at all. zypper dup may fail to upgrade some packages, when package structure changed significantly. It may have problems with dependencies for packages not part of distribution. But assuming zypper dup actually completed without errors - what can cause it to mysteriously "fail later"?
Besides this list is full of examples when clean new installations "seem to work and fail later".
Someone reported on irc having issues with network.service after doing 13.1 to 42.1 today. Although I'm guessing that never seemed to work.
Rumours are rumours and bugreports are bugreports. The facts available from a report are a base to a discussio. Rumours are usefull to chat about at the market or in the pub but aren't a big benefit to the project.
