Disabling them needs to be a user choice, that admittedly needs to be made easier and with clear feedback on the performance/security trade-offs.
This needs to be an option on install. The default should be to let the user chose, not to give them slowdowns for no good reason as spectre can never be fully mitigated with software.

I've read that Intel has addressed the spectre issue with a hardware change in their newer CPUs. That is the only way.

And it's immune from the vulnerabilities that Intel is experiencing.
