Comment #9 gives a workaround that restores the 11.4 behaviour, that I think should be the default. I was looking at the policykit sytem setting module last night since the dialog for authentication referenced policy kit. From what I could tell (I can't find proper documentation, so it may be purely guesswork) the settings regarding NetworkManager seem to be such that the behavior should be akin to 11.4.
However, if our sytem policies are not implemented correctly... that is that the module is not displaying accurate information, then we have done something horribly wrong. Also, it seems rather strange that I can fiddle with policykit settings in there with no authentication.
