"/etc/default" is Debians answer to /etc/sysconfig from RedHat and us. Containing configuration variables for init scripts or today systemd services. Both locations are not standarized and randomly used today. But they were never to intendent to overwrite distribution defaults. Only look at your system, for most config files there is nothing in /etc/defaults or /etc/sysconfig, which would allow to overwrite values.
