New package for factory: btfdump

Hi everybody, I want to introduce a new package to factory: btfdump allows inspecting BPF Type Format specs present in an ELF file. https://github.com/anakryiko/btfdump I think it's very useful when developing eBPF-powered programs and having it packaged and available out of the box would be a great way to improve openSUSE as a toolbox for all-things-BPF.
