Thats certainly worth a bug report.
Downloading:... shouldn't report [done] when the file is not available.
I see no bug report for this yet, but i will take care of it. Btw, the error message is improved - in case the package download failed and zypper finds out that the repository needs refresh, it will tell you to do so.
