There is actually quite a lot in Factory that is not in SLE (such as a dozen plus window managers) and even where there is overlap, why not be more flexible on the openSUSE side and have joint maintainership for example? Right now openSUSE receives security updates for 24 months, though we could reduce this and/or make this more of a community thing as well.

Yes, but again only for SLE, not Factory, so Factory can (and should) be treated more flexibly.
