Out of interest, have the on-screen animations returned when you hibernate? I noticed they'd vanished in Leap 42.1. I found the shrinking horizontal progress bar very useful, as on several occasions a hibernate has failed, sometimes morphing into a suspend - (waking itself in its bag at 10% critical low battery and overheat) or just staying up when (I've missed the power light dimming) and then again overheating in my bag.
I usually don't use the KDE desktop effects. I switched them on today, and yes, they work after a hibernate/resume cycle at least once. I use the commercial Nvidia driver version 367.57 and Kernel 4.8.6-5.g1d89b44-default. Anyway I have lost the KDE power menu entries again.
