Adding random devel projects to released distro certainly is not the intended way to ship fixes. In general it's up to the package maintainer to decide whether a bug fix is worth releasing a maintenance update. There's no obligation to do so. It also makes sense to cumulate fixes to avoid releasing updates too frequently. Maybe that's the case here.
