11.3 is off-topic here. This is the list for development, you should use opensuse@opensuse.org for support.
When all else fails you can manually edit ~/.kde4/share/config/plasma-desktop- appletsrc
But, you have to do it while the plasma desktop is not running. And you should prolly back up the file before editing, it's not very friendly to manual editing, so it's easy to mess it up.
