Thanks for bringing the topic up. It's not 12.2 specific though. It's a generic problem with update handling for all releases. AFAIK it is possible to have devel projects also for released products though. Just a matter of setting some attribute on the packages in question I think.
I don't think we'd want devel projects for released products: if they're the same as Factory devel projects, then it won't work (a package in the devel project is obviously too recent for 11.4, for instance), and if they're different devel projects, they wouldn't help solve this specific issue. For 12.2, the issue is really visible as 12.2 and Factory are so close to each other. This makes it easy to spot missing fixes in Factory. What can be done is some additional step in the maintenance workflow, to check (or ask the maintainers of the package to check) if the fix is already in Factory. But it'd be making the workflow even less "fun" that it is today...
