Since it makes a big difference if there a an automatic submission round for Factory updates or if maintainers have to keep in mind for themselves so submit everything desired for Leap.
The tool that does the submission would not submit anything if the package fails to build. So package maintainers cannot rely on automatic forwarding from Factory to Leap in every case. Someone has to double check.
