Maybe you are hit by https://bugzilla.opensuse.org/show_bug.cgi?id=1166423. In my case, as a workaround, changing "de-latin1-nodeadkeys" to "de-nodeadkeys" in /etc/vconsole.conf solves the issue (after mkinitrd, reboot).
