IIRC you start the display manager manually from within the normal run level 3 console login session. Which means you have an entirely different starting SELinux context than is expected. Normally the display manager is started on boot by the init and SELinux policy is created for this case. And it works for this case. If you want to do it differently, do not blame openSUSE for the result. You will need to add a SELinux policy for your use case.
