That is not going to change anything really. The package maintainer decides when to make an update, and to what version. E.g. cdecl gets updated every milestone, but vulkan-loader is only updated every ~10 milestones. The determination can and does happen independently of the target [Tumbleweed/Slowroll/Leap].

Delaying the availability to people only means people see the bugs (which exist in any case) belatedly: Given 60000 TW users and a .01% daily chance to hit some bug, within ~12 days, the chance for a bug report to come about has passed 50%. (says some web calculator - anyone with powers in statitics should cross-check). If you take away 80% of TW users by moving them to Slowroll (full 30d delivery delay implied), time to 50% existence chance is ~36 days I think. That new vs. stable trade isn't performed at 1:1, nor linearly, and there is something to be said about diminishing returns.
