For me, syslogd was missing, but klogd was not. That happened on an x86_64 new NET install, and a 32-bit NET upgrade from 11.4.
I'm not sure about klogd here, but syslogd was missing for sure. And I didn't realize that because the error said "syslog" is not installed. It was but it was the daemon missing.
