I guess that this (upstream bluez un-deprecating rfcomm tool) will not happen: I have been pointed to the doc/profile-api.txt and after investigating I have been able to use it to create both a SPP server and a SPP client, using the examples from https://ukbaz.github.io/howto/AppInventor.html (for the SPP server) and https://github.com/tonyespy/bluez5-spp-example (for both SPP server and client). It does not create /dev/rfcommX devices, though.
