Those are two separate issues. Like motorways permitting certain slow speeds, and getting lightflashed by others for actually driving slow.
The thing is I was promised I wouldn't be flashed. Now, when it's about to happen, I'm trying to remind that promise (without much hope about for how long the promise will be kept).
