I didn't see/know anybody working actually on plymouth so :-(
One of the key people working on systemd made reference to it. Not to mention it's still one of the top feature requests.
And, openSUSE's "Splashy" is seriously lacking in performance. splashy is used only for suspend/resume, not for booting. And the bootsplash is finishing booting and then the KDE splash starts, which has exactly the same branding.
