I'd gladly give up the maintainership for most projects *if* there was another way of acquiring the right to create new packages. For instance it would be more complicated to do the package split for util-linux without that right.
With that model there will be responsive project maintainers who can help you accepting SRs. So you split util-linux in your branch and then submit to the main project.
