no, locking is not necessary on my Tumbleweed systems.
You really should mention something about why that is. Not everyone modifies their zypper config files.
I do not recall modifying any zypper config except adding temporary locks to deal with such as current packman ffmpeg difficulties. and when packman catches up, I will remove those locks.
I fear shorties like this had a peripheral effect on getting yourself moderated.
