If I understand the politics (and I believe this is more politics/sales then tech driven) correctly, RH decided on -v2 for RHEL9, SUSE followed with -v2 for SLES 16/ALP and since TW/LEAP follow SLES... Don't know about Debian/Ubuntu/*BSD/... IMHO there may be benefits of v2/v3/v4 for HPC and servers/hyperscalers, but I've not yet seen anybody claiming that end users (e.g. browsers/vlc/...) will *notice* any difference in the near future. This might be different in 2030++, and the move to v2 is probably the start of moving to v3++ with RHEL10/SLES 17.
