Well, actually it is not really a "bug". The problem is that on openSUSE, KDE3 and KDE4 (and other desktops too) are patched to read additional translations from the package desktop-translations, and the translations are stripped from all *.desktop files and moved there. And that patch is just still missing in openSUSE's KF5 packages, because nobody ported it to KF5 yet. This basically affects application entries in the launcher, Service menus, device actions, and other things that are described in *.desktop files. It has nothing to do with normal application translations, application menu entries and so on, though. For this, the translations are split out to *-lang packages which you need to install (and there's kde-l10n-xx for the KDE Applications releases). Those are only recommended, so you won't get them if you disabled installation of recommended packages for some reason. A "zypper inr" to install all recommended packages should "fix" that. That said, I'm not sure where the originally mentioned issue ("Recent Documents" not translated in the applications launcher) comes from, I see that here too. But I don't think it's related at all to that bug/missing patch or a not- installed lang package. It might be that this is indeed not translated upstream, or the translation is not loaded by mistake (there are still such problems in other areas too). Upstream might not have noticed in this case, as the default application launcher is Kickoff. openSUSE switched to the new Kicker by default though.
