Yes, its looking for /usr/lib64/pkgconfig/libzstd.pc (or something similar).

I tried finding the "-devel" package, by using a similar version as the rpm for the 'libzstd', but couldn't find it. Do you know the name of the corresponding 'devel' rpm that would install libzstd.pc (as well as libzstd.a & libzstd.h)?
Finding which package provides something is easily done with zypper
zypper se --provides "pkgconfig(libzstd)"
So you probably need to install 'libzstd-devel'
Yeah rpm automatically adds this provides as part of the build process.
