What about compatibility with version RPM is using? In the past BDB utilities were part of RPM, now they are no more. Sometimes they are useful as the last resort to recover RPM database.
The SUSE (and now) openSUSE "rpm" source package has, to the best of my knowledge, always bundled a copy of bdb (and beecrypt, fwiw). It was Fedora which completely separates these components out.
