The requests were rejected because they broke combinations such as host=powerpc64-suse-linux-gnu target=(AMD64 PE) -> uninstallable host=aarch64-suse-linux-gnu target=(AMD64 PE) -> output target format erroneously changed // an end-user can no longer generate an amd64 WSL loader from an aarch64 system. That is not acceptable and was already communicated in the SRs of that time, https://build.opensuse.org/request/show/816852 .
