In the context it was presented, the "decided by ..." *is* acceptable as it means nothing other than a means to identify a ?project. Agree that when it is presented for distribution, the versioning scheme should be decided by committee/vote/coin-toss/or some agreed means even though that agreement *will* not satisfy the "loudest voices" :^) It is still just a project (or any other name for it, collection of works), not a distro, ie: project vs product.
