Yes, the assumption is correct. There is currently no test or check that the templates file corresponds to the database entries as we have it on the production system.

So far I think the easiest approach would be to ask admins of the instance openqa.opensuse.org to provide you the content of the current database tables in a machine readable format, e.g. as the operators or admins could do with a call to the "client" script querying routes as '/api/v1/job_templates'.
