Not sure how feasible that is, but limiting the changelog mail to things from the DVD seems like fallen out of time to me. The DVD contains some thousand of the 19+ thousand packages (I don't have an exact package count) so why only report on those?
I guess this could be changed to show all changes (with a lot of work, I guess).
But to be honest, I find the current state of the mail unreadable (for a big snapshot), so I do not know if it worth the effort to change it and make the mails even longer...
I personally use this mail only as a "new release indicator", as most of the things I get updates for are not on the DVD anyway. So maybe rethinking the format, just sending a mail with a link to the full changelog on $WEBPAGE might also be of worth?
Again: This might mean a lot of work, so I am not sure if it would be worth implementing if everybody is fine with the current state...

The announcement mails have already had the habit of exceeding the maximum size allowed to the lists I imagine increasing the scope would be worse Maybe mail isn't the best format for tracking such things
