you mean just replacing the URL? That does not give you more permissions on the bug. It's the same database with the same permission set int he background. Which URL you use to access a bug is irrelevant.
The URL gives you a differnet style template and (by default) a different product filter when filing new bugs (can be changed in the user preferences though).
